Military Vehicle Repair: Blazer Headlites/lites dont work, fuse panel, lighting components

Question
Hi - Just got a cool 1986 Blazer w/6.2 34k miles. Starts and runs great including 4 wheel.  The wipers and heater fan work inside but no turn signals, brake lites, headlites or flashers. Power to the fuse panel inside but no power to the headlite switch and haven't checked the blackout switches (or whatever they are called).

Hoping you can steer me to something to check. Thanks a bunch for any help!

Answer
You actually  guessed it.Sounds like there is a problem with  the black out toggle switches. These were designed for tactical purposes. That when on the battlefield you use the black outs to drive with so detection cannot be made by the enemy. When the blackouts are on all the regular lights dont work, the blackout switch bypasses the headlight switch and all other lighting components so you cant use them.
