Mitsubishi Repair: battery volt meter, poor signal, test light

my volt meter keeps jumping up and down when i i have turning signal on. i changed the battery and alternator, but it's still doing it... any clue???

This all depends where the volt meter is tapped into.  Verify it gets a constant positive connection and that the negative connection is properly grounded.  Weak or corroded connections can cause poor signal and varied readings.  You can also test to see if its the meter that has the problem itself.  If you can hook up a test light to the same connections as the meter, you can see if that blinks when the turn signal is on.  If the test light does not vary, then it's mostly likely the meter that has the problem.
