Bought this car with 77k just had a tranny rebuild and the tach only works sometimes almost if its intermit how does it work like sensor's fuse's hose's ect.? and i am gunna run 205/60r16 on it there like .3 in bigger then the stock 215/50r17 i compare diameters and its very close will that be on its less then 1% diff.?

For your tach issue, it may just be a loose or poor connection.  It's very possible to disturb wiring when a tranny is removed and replaced.  I'm not exactly sure on the 2nd Gen Eclipses, like yours, but in most cases the tach gets it's signal directly from the ignition coil or the car's computer.  The car's computer usually gets it's tach signal from the camshaft sensor.  But if there is no check engine light, then you most likely do not have a bad problem and it's most likely just a bad connection somewhere.

For your varying tire wheel size, you shouldn't have a problem.  As long as the 16" rims clear the front brake calipers, you'll be fine.  The difference in "rolling diameter" between the 16" and 17" wheels will very slightly effect your speedometer reading.  Your car will appear to going just slightly slower than you actually are.  But it would be within 1-2mph, so not to be concerned.
