Mitsubishi Repair: rear panel, mitsubishi eclipse, rear fender

I have a 2001 Mitsubishi Eclipse convertible.  The left rear fender was hit just behind the door.  How hard is it to replace the panel?  It probably would have been o.k. but the dummy who owned it before drilled holes in it to pull the fender out from the wheel.

I believe that fender is part of the unibody frame.  This would mean it's not a separate part that can be replaced.  That may be why the previous owner tried to fix it himself.  I'd recommend taking the car to a couple body shop and get a few estimates one repairing it.
