Mitsubishi Repair: 94 eclipse, timing light, distributor cap

i have it top dead center and the rotor button isn't pointing at the number plug wire do i have to pull the whole distributor or can i just take the rotor button out and turn to where it faces the number one plug

If your problem is that your timing is off, you shouldn't be try to set the timing by turning the rotor.  Though you may get it close, it will still be off.  You'll want to get a timing light and set it it properly.  But if the engine is running fine and you're just replacing the distributor cap, leave the rotor in the position that it's in and carefully install the new cap.
