Mitsubishi Repair: electrical shorts out when I try to crank, blown fuses, electrical shorts

98 Eclipse RS auto - yesterday I lost all electrical power to the car.  At first I thought it was the alarm but that would only kill the ignition.  When I tried to start the car, all power is lost...no lights, no radio, no horn, nothing.  I took the battery into the shop and it tested fine.  I reconnected the battery and the alarm and power to the electrical system was restored.  I bypassed the alarm system using the valet switch.  When I tried to crank the power shorted out again.  I completely bypassed the alarm and ignition kill and restored power to the car by disconnecting the battery and then reconnecting.  I tried to start the car but the electrical shorted out again.  I checked the 3 relays under the hood and they "click" when I turn the key to "on".  There are no blown fuses and other relays appear to be working also.  I'm going to check the relays again with a meter to double check.  Any thoughts to why the system shorts out when I try to crank?  All systems appear to work with the key in the 'on" position.  Even the alarm appears to be working fine (arm/disarm/bypass/panic).

The only other possibilities that I can think of is if your computer thinks your timing is significantly off (the cam angle sensor sends a fault) then this may prevent the engine from even trying to turn over to prevent internal engine damage.  The other possibility is that you have a problem with your ignition tumble switch.  All your ignition wires run through that ignition switch (where you put your key).  This includes your starter, main ignition, secondary ignition, and accessory wires.  If there is a short or other improper grounding in that switch, you could experience the problem that you're seeing.  

I'd also recommend testing your fuel pump.  If applying a 12V source directly to your pump does not pressurize the system, then your car's computer will prevent the engine from turning over to prevent detention. It can't hurt to test that as well.
