Mitsubishi Repair: 2003 Mitsubishi problem mechanics cant fix, thermostat temperature, engine coolant

We bought a 2003 Mitsubishi Gallant last March and noticed that the temperature gauge never registered a cold reading even in this frigid weather.  In addition, the top of the radiator and hose is hot after use but the bottom of the radiator and hose is cold.  The thermostat, temperature sensor, and lower hose have been replaced.  The radiator was thought to have been air-bound, so that was fixed and flushed the radiator.  The symptoms are still there.  I do have heat and it has not overheated.  Now the SRS engine light(whatever that is) is staying on just a bit longer than the usual lights when I start it.  We've got about $1000 into this already and it is due back in the shop Friday. Any help would be GREATLY appreciated.

Tammy: How about the water pump has that ever been checked? It could it is not moving the water around the engine as it should be. Another thing would be are you sure the temperature gauge its self it good? Could be it is bad. Still with the engine light staying on a bit longer than it should be. I would have the computer coded to see what it might print out as to any problems with your car. There is an engine coolant temperture sensor that could be getting weak too. So some ideas to check.
