Mitsubishi Repair: Mirage 2002 timing, loose bolts, hold down

One of the hold down bolts for my distributor was missing andthe other was loosened, will I now need to adjust the timing?

If the car had been starting up and running smoothly with the missing and loose bolts, you shouldn't need a timing adjustment.  You should replace the missing bolt and torque the other to spec.  But if the car starts rough or runs/idles then you will need to have your timing adjusted.
