Mitsubishi Repair: Retarding 92 lancer ?, vacuum leak, mitsubishi lancer

I am working on a friends Mitsubishi Lancer it is retarding (If that is the proper word)when you turn the key off(runs for a couple of turns roughly)how do I stop it I have changed leads plugs rotor (all Kanckered)& have tried adjusting ther timing mark it has nearly 300 kilometres on it . Please help!

Victor: My repair manual calls it diesels, number one is a vacuum leak, idle speed to high is number two, number three is excessive engine operating temperature. And number four is ignition timing in need of a adjustment. So there are some ideas right out of my repair manual. Hope that helps you and God bless: Linda
