Mitsubishi Repair: fog light installation, mitsubishi eclipse gs, fog light installation

I own a 1990 Mitsubishi Eclipse GS 2.0 non-turbo, I am trying to install used factory fog lights and am having trouble getting them to fit flush with the bumper. Bolt holes and factory wires are already there. I removed the air intake cover and mounted the fog light bracket, all 3 holes in bracket lined up with holes in car but only one had threads for a bolt. I noticed in my service manual it says there is a normal type and a large type bumper, the normal is the one with the air intake cover (like mine) and the large is the one with the fog lights. Is this what is causing me problems and if so is there a way to make them fit flush with the bumper. Thanks for any help you can give me.   Ron

I tried this for a friend as well. The factory lights are not going to fit without modification to the factory base front bumper cover. I didn't try to rig up the factory lights, but my friend did purchase some aftermarket lights and install them successfully with a bracket he made himself. It looked good, but I didn't inspect the install.
