Mitsubishi Repair: eclipse wont start, starter solenoid, clutch pedal

Question
97 Eclipse 2.4 5sp man.  Drove it, stopped and it wouldn't turn over.  Was able to push start it.  Replace the starter, same problem.  Has a new battery, it's still good, checked the clutch position switch, and the starter relay.  (Yes I have the manual from Autozone!)  The fuse under hood labeled starter is good also.  When I jumper the solenoid from the battery, car turns over.  It has a factory alarm also.  Read in another post that mattered.
Can you help?  Also, in wiring diagram, B-07 is in schematic, can't find anything that tells me what b-07 is.
Thanks

Answer
Good afternoon,

B-07 is a 33 pin connection, located behind the instrument cluster, near the firewall.

I'm not being sarcastic, just getting to the problem:
When you checked the starter relay you should have been lead to where the problem was. At the relay you should have two main power feeds (on the pair of wires with the connectors closest together (Black-Red) that have power with the key in the start position. With the key in the start position, then check the Black yellow wire coming off the relay. If there is power there, then it's an open circuit between there and the starter solenoid. If there is no power at that Black-Yellow wire, then you need to check that there is a GROUND at the Green-Black wire. If there is 12 Volts, then there is not a ground and the problem is either in the clutch pedal switch or the theft alarm relay. My problem is that I don't have one of these 97's and the schematic shows that the relay simply jumpers around the switch, but the switch would still provide the ground needed to start. My guess is that the schematic is suppose to show either system depending upon the theft/no theft option.  If you don't have a ground I would apply a ground there (I use a fused jumper with a 5A circuit breaker)and the starter should engage. The theft alarm relay is located in the interior relay box on the bottom. Jumper the green-black and black wires there and if it starts it is in the anti-theft. Let me know, so I don't have to describe another system... :)
