Mitsubishi Repair: 96 Eclipse wont start, battery connections, starter relay


Question
I have a 1996 Eclipse with a 2.0 turbo, and 5 speed maual transmission. It also is equiped with anti-theft radio and factory anti-theft system. I just rebuild the engine and put it back into the car. When I turn the key nothing happens, all lights and everything else seems to be working but the starter. I checked the battery connections and the clutch switch they are both in good working order. I checked the starter relay it seems to be fine and the starter will turn over if you use a remote starter switch on it but the car won't start. The only other thing I see in the wiring diagram is a ASD relay what does that do and could that be my problem or am I overlooking something else. Needing your Expert help here.

Sorry its taken so long to get back to you.

ASD Relay provides power for the coil and other essential circuits. This relay is activated only for a couple of seconds when the key is first turned on and remains on as long as the car's computer receives a crank signal.  The ASD Relay will not activate without a crank signal, and that could indicate a bad crank position sensor or if the timing belt is signifigantly off.  

Also check the ignition switch at the ignition tumbler in the steering column.  If the ignition wires do not show 12 volts at the RUN position of the key, then there is a problem in the wiring.
