QUESTION #1 MY 1990 ECLISPE 1.8 I REPLACED MY TIMING BELT TENSION PULLY,HAD THE TIMING SET,PUT NEW FUEL PUMP ON THE CAR AND IT HAS A FRESH BATTERY THE CAR TURNS OVER SOUNDS LIKE IT WANTS TO START BUT IT WONT ............  QUESTION # 2 WHEN YOU SET THE TIMING DOES THE NUMBER 1 PISTON NEED TO BE UP OR DOWN

When you change your timing belt, your #1 cylinder needs to be at top dead center (all the way up).  

If you're sure your timing is set properly, you should check your distributor cap, plug wires and spark plug.  It's also a good idea to inspect your car's computer.  Read this article for more information:

If your ECU is malfunctioning, it can cause the inability to start.
