Answer
Thunder,
This sounds like something within your charging system, most likely the alternator, is showing signs that it's dying.  When your fans come on, that draws extra current from your alterator.  Your car's computer tells the engine to increase speed; hence increased RPMs.  But when the fans turn off, the computer now tells the engine it can run at a lower speed.  Normally with a healthy alternator, it would continue to put the proper amount of current to prevent this dimming issue.  But instead, your alternator cannot make up for slowing of the engine, and this power distruption causes the lights to dim.

This is just one scenario.  You should have your alternator and battery load tested to be sure.  Many major auto parts stores like Auto Zone and Advanced Auto Parts can load test your alternator and battery for free.  Most batterys will last around 5-7 years and most Mitsubishi alternators last 7-10 years.  If you're still using the original alternator, you may be due for a new one.  Alternators give a good amount of warning before they fail completely, and yours may be showing these signs.
Good luck!
