Mitsubishi Repair: 92 Talon interior lights, how to use a voltmeter, fuse box

I have a '92 Talon, manual non-turbo. Recently, the interior lights started turning on and off whenever they want to. It does not appear to be linked to the door switch as I have already checked that. This week it finally drained my battery so my car will not start. I do not want to risk draining a new battery either. I have no owner's manual for my car, and I tried pulling fuses to turn them off but can't figure out which fuse it is. Can you help me get them to turn off so that my battery does not die? My brother suggested taking the light bulbs out of the under dash lights, but this leaves the ignition light and the door ajar light on. I asked the Talon "
expert" but he couldn't answer my question, so I'm hoping you can.

The foot light, ignition key illumination light, and door ajar light are all tied to the #19 fuse that is located in the fuse box under the steering column.  The #19 fuse is the most lower-right fuse.  It should be a 10A fuse (red) and the fuse box cover labels it as "Room".  Unfortunately, removing this fuse kills several other eletrical components, and you may not even be able to start your car with it removed.  

But the overall problem is why this circuit tied into fuse #19 is faulty.  There must be a short circuit somewhere that needs to be found and fixed.  That would require tracing the cabling within that circuit.  You may need a mechanic (or someone that knows how to use a voltmeter) to find the problem.
