Mitsubishi Repair: 1991 eagle summit 1.5 man. runs like S#$T, crankshaft position sensor, eagle summit

well i have this 91 1.5 sohc, last year i replaced the head and belt ,due to broken belt bent valves !when i put it back together , it ran like a scalded dog !(well for a 1.5) (that was about 6 mo ago) any way customer has brought it back , it now will only start, runs really bad, and when you push the peddle down to the floor, it will not rev, it may go up by 100 rpm . comp is 135-138 across all 4 timing is on the mark , cked valves , clearance ok on all , idle servo works, TPS works, shows NO codes, new cp,rtr,wir,plgs,.
removed the exuast at the 3 bolts bottom or the exst manafold to eleminate possable clogged cat.
injectors spraying fine and fuel pressure is correct, plugs look real rich,
after looking at 25 pages of yours here i didnt find this one !. caps in ecm ? maybe ?

Faulty caps in the ECM are definitely a possibility.  Pull the ECM and visually inspect it for damage.  It's usually pretty obvious if the caps have started to leak.

If you haven't already, check the 02 sensor.  I know those sometimes do not trip the check engine light when they start to go bad.  I'm not sure exactly where the cam/crankshaft position sensor is on that car, but that can cause rough running and low RPMs due to timing retardation if it is faulty.  But many false readings and misbehavior of sensors can be caused by a failing ECM.  So check that first.
