my question is if Im trying to change the size of my tires from a 14" to a 16" do I have to replace the rotors and the drums?

where can I find a shop where I can by the rotors and drums I need to complit this transformation?

If you are replacing your stock 14" rims with 16" rims, be sure you put a tire on it that is proportional in rolling diameter to your stock tires/wheels so it will not alter your speedometer reading.  Other than that, you should not have to replace your stock rotors or drums when increasing your wheel size.
