Mitsubishi Repair: Galant 96 starting problem, light cars, increase speed

Question
I have Mits galant 96 'S'. It has mileage of 153000. I already have replace, all belts including timing belt, O2 sensors, battery, water pump. I'm doing oil change on regular basis. It had a cold die problem in 2004 winter and battery was replaced by mechanic. Now its having problem of difficult starting. So I fear it'll give problem this winter too. When I start everytime it starts on second attempt only. And now a days in 3 or 4th attempt in the morning. What could be the problem?

Another biggest problem: 1.5 months back car had problem of engine trun off when i stop at stop sign or redlight. Further, sometmes, when i press accelarator, RPM needle goes high, but car won't take speed or decrease in speed. It also had rough ideling and engine turned offf. I went to 2-3 mechanic to ask. Some said, its timing belt off. One did replace fuel filter. Then, later, one mechanic, sid that the transmission fluid was very low and he added transmission fluid and increased idling screw. Now its working fine. But yesterday I felt the pressinf accelarator didn't increase speed for very short time. SO i guess car will give problem this winter too. What should I do?

Answer
Jharana,
Your problem may be with your Idle Speed Control (ISC) unit.  The ISC regulates your car's idle speed, and when your engine is cold, it's supposed to be fully open to allow the maximum amount of air to the engine.  If the ISC is malfunctioning, it may not be opening fully upon cold starts, and may not be regulating your idle properly when at a stop light.

Cars (kinda like most people) do not like to be cold, and when winter comes, all tend to behave a little differently and take a little longer to run properly.  You should also check items like your air intake, spark plugs, alternator, and fuel pump.  With poor idle and starting issues, the problem usually lies somewhere in the air, fuel, or ignition.  Be sure your mechanic checks all those areas, and you can even have them inspect our car's computer to be sure there's no damage there.
Good luck!
