The back passenger electric window of my Mitsubishi Galant from 1989 goes smoothly down but it is almost impossible to get it closed again. Sometimes it does but most times it won't.

At the Mitsubishi garage they told me it is not the motor. It is not in the contact of the button either, because if I switch them to the other window it works fine. With the central control panel you can open but not close the window. Same story there.

In the garage they thought about a cable break. They had no time to fix it, though. And I am off to France next weekend.

Can I do this myself?

This is a relatively easy fix.  You don't need to too many tools, but you will need to remove the door panel of the door that has the sticky window.  This usually only requires removing a few screws.  Once the panel is off, you'll see a thick plastic sheet that covers the door frame.  It's on there with some really sticky and messy stuff.  You'll have to carefully pull back the plastic in order to expose the cable and window mechanism.  If your mechanic has all the parts you need, you should be able to replace this yourself.  If you don't feel confident in doing this, just about any body shop can perform this for you pretty quickly if you bring them the parts.
