Answer
Lee,
Oil in the spark plug hole usually indicates a worn valve cover gasket.  It's not uncommon for those to need replacing. There is a main gasket that goes all around the valve cover, and each spark plug hole has its own gasket as well.  Oil can seep past the gasket around the spark plug hole and coat the spark plug in oil.  There's a slim change your cylinder head is cracked and leaking oil, but a worn valve cover gasket is much more common.  You should consider having that replaced when you get a chance.

As for the radio code, I've never reset one in a Galant, but have reset a few in the Eclipse.  At least for the Eclipse, if you leave the key turned to the ON position for 15-20 minutes, and it should reset the radio code.  Hopefully that procedure will work for you too.
Good luck!
