How do I remove the brake light assembly from a 1998 Mistubish Montero Sport.  I removed the 2 Phillips screws but something stops me from actually taking the brake light assembly off to replace the brake light bulb.

I'm guessing you're referring to the center high brake light.  You may want to try to gently pry the brake light off with a putty knife or flat head screw driver.  If that bulb is the original, than that assembly has not been touched in over 6 years.  Sometimes the heat from the sun and from the brake light itself can cause the weatherstripping to melt slightly, then harden again when the temperature cools.  This makes for a good glue.  If you simply cannot pull the light assembly free, have a local or dealership mechanic do it.  It would be much cheaper than replacing the whole assembly if it brakes.
