How do I know if the timing belt has been set properly?

The exact way to tell would be to hook up a timing gun, and check the timing marks when your engine is idling.  When the timing belts (there is a main timing belt, and usually a second belt) are set properly, the engine idles smooth and accelerates with out stumbling.  But if your timing belt was not set properly at all, you would have terrible idling problems, bad shaking, and in some cases the car would not even start.  The timing belts' job is to keep the top of the engine and the bottom of the engine moving at a sychronized pattern set by the engineers.  If these items are moving out of sync (i.e.  if the timing belt is not set properly), than there are sensors that prevent the engine from running.  This is to ensure that engine does not destroy itself.  

But any mechanic should be able to verify if your timing is properly set.
