Answer
Jared,
I've never had to remove this from my own car, but the factory service manual instructs that you should remove the A/Cs evaporator first that is attached to the right side of the heater unit before you are able to remove the heater unit itself.  The biggest problem with removing the evaporator unit is that you would have to disconnect the liquid hose attached to it.  That would require you to empty your A/C refridgerant before doing so; not a good idea if your A/C still works and is still charged with the old R-12 refridgerant.  Other than removing the entire components in that order, there is no specified order to remove any bolts that you are seeing.

I will ask around to other that may have performed this operation to see if they have any insight.  There should be a way to remove the heater without removing the A/C evaporator but the manual does not indicate it.  I'll send a follow-up response if I find out more info.
Good luck!
