Motorcycle Repair: bead on rear tire, klr 650, bead lock

i can't get the bead straight on my klr 650 rear tire. how can i correct this problem?

Darrell, What brand of tire is it?  Also is there a bead lock and is there a new tube in it? I just did a tire on another bike and found out no matter how many times I broke it down and worked the bead onto the rim it would not work. The tire was bad from the start. I got another and it worked just fine.
