Motorcycle Repair: 1982 magna fuel pump, dc volts, bill silver

Hello,what is the function of a fuel cut out relay ? I'm not getting fuel to the carb from fuel pump. Have no DC volts input to the pump.
I can jump DC volts to pump to prime the carb,but it will not stay idle when i remove the DC volts jumper.

wiring diagram   In general, Honda uses a relay to energize the fuel pump for a few seconds, then shuts it down until it gets impulses from the spark units that tell it to keep pumping again.

Try putting a 12v test light and/or volt meter to the pump power side and see if it gets any spurt of voltage when you first start turn the ignition to ON. It should light up/show voltage for a few seconds then go out/show no volts.
