Motorcycle Repair: charging system??, softtail custom, dc volts

QUESTION: i just got a new battery so its charged.when i start it it just clicks once and wont start it dont seem like it getting enough volts to the battery to start what do you think the issue is?or what should i do to check it?thank you very much

QUESTION: its a 1995 softtail custom. how can you tell if its a voltage regulator or the stator? whats is the stators primary use for?

ANSWER: The stator makes AC voltage and the regulator converts it to DC volts and charges the battery.  
How do you know the battery is fully charged? Did the place you bought it from charge it for you?

Answer
You need to charge the battery with a battery charger not a battery tender. A battery tender will not deep charge.
Install the battery after charging and make sure all the connections are clean and tight. If it still clicks then the starter relay is probably bad and needs replaced
