Motorcycle Repair: Throtle, honda 250, shroud

I have 2004 Honda 250 Recon I went to start it and the throttle will only move a little what am I missing or what is wrong?

Tom, pull the top cover off the thumb throttle and make sure it did'nt come apart. It spounds like the cable freyed and the wires inside the cable shroud may be sticking and need to be replaced. The part# for the cable is 17920-HM8-305 and can be as much as $30.00.
