Motorcycle Repair: Honda Hobbit 1983, petal type, slow jet

Hey i am helping my friend work on her honda hobbit moped, i dont know much about mopeds as much as i do about motorcycles. It has a stock engine with an aftermarket exhaust. When it starts it will throttle open by itself, when you give it gas it will stop throttling and idle. When coming out of a stop you have to play around with the throttle to get it to go....at a loose here, I have taken apart the carbs and they were nice and clean even when this was happening. Do you know what a reeves is and what it does, do i need to rejet the carbs, any advice would help me thank you..

Todd,This question is not very clear but you may be asking about several problems. Im not clear on the actual problem but some testing may be needed before going to far on this project. Check the compression first,do a dry test (natural asperation) with the throttle held open then do a wet test. Put about 2-3 squirts of oit in the cylinder through the spark plug hole then hold the throttle open and test the compression again. If the psi goes up a lot then you may have compression ring problems. The minimum pressure you should have to run is around 95-110 lbs with the wet or dry test. The other item you are asking about I'm not to sure may be the reeds. These are a petal type valve to let air pass one way but not the other. If you checked inside the carb did you write down the main jet size and the pilot slow jet to see if it was changed due to the exhaust pipe change. Also these bikes will not run if the air cleaner is removed,it has to have some restriction in the intake to make the fuel draft properly.
