Motorcycle Repair: starter, 1981 honda cb650, pawls

Just replaced my starter on a 1981 honda cb650 and its still whining like theirs no contact.It will start if u rock it in gear a few times.can u please help

The one way clutch on the back of the flywheel is slipping. The starter is spinning the drive on the flywheel its not gripping. The spring loaded pawls are worn and need replaced. You have to pull the flywheel and replace the one way clutch. Yhe bolts are usually loctited in and may come out hard. Then the flywheel will turn untill it starts then the one way clutch free spins so as not to blow up the starter.
