but when hooked up with filter is loads up real bad..in all throttle positions...smokes allot real oily smell..
feels to me that it might be jetting but not sure why it only dose it when the filter is hooked up?///???

Answer
Mike, what sized jets are in the carburetor now?

Float level should be 20mm
Main jet #122 and the main air jet #200
Needle clip in #4 slot from the top
1 1/4 turns out on the idle mixture screw.
Ignition timing is 20 degrees, which is when the points just OPEN at the F mark alignment on the flywheel. Incorrect ignition timing will cause carburetor metering inaccuracies.

If the air filter element is restricted, that will richen up the mixture, but that is fairly unusual, unless it is VERY dirty. If the crank seal is bad on the transmission side, it will suck extra oil into the cylinder, causing smoke. Check your oil level in the transmission to verify that it is staying full.

Check the exhaust pipe for carbon/oil build-up inside. Remove the baffle and clean all the carbon and oil off, making sure all the holes/slots are opened to pass exhaust gases properly. You might want to pull the exhaust pipe off and check for carbon build-up in the exhaust port, as well. With the pipe off you can also look at the condition of the piston skirt, checking for signs of wear or seizures.
