Answer
Is the idle to fast not letting the centrifugal clutch back off. Also check to make sure the spacer washers are behind the clutch pack and not missing allowing the friction to drag the outer drum or bind it up thus trying to turn the driven clutch. Also check the ball disc actuator as this thing falls out of place easily when the cover is removed. When the shifter is moved it turn the actuator disengageing the clutch. You may have to tip the quad on its left side and stack the components on the clutch while you put the cover on over the clutch assembly. This may keep the parts in place while you do this. Make sure the gas is low and shut off or you may create another problem. If you tilt the quad over find something to rest it on or against so it doesnt go over bending or breaking things. After the cover is on readjust the clutch adjuster bolt to get the proper shifting and clutch engagement.
