Motorcycle Repair: Right turn signal problems, turn signal switch, harley service

My 2000 Sportster went down breaking the right rear turn signal.  I was able to replace the housing but the right signal is dead.  Left side appears OK.  The Harley service manual is of no help as it is missing two troubleshootig charts.  My Haynes Sportster manual indicates to replacing the turn signal switch (switch I can't find to purchase).  How can I test the turn signal switch that I have?  Also, what is the best way to find a short in wires covered by the protectant black wrap.  The switch show no continuity between the 2 wires, but shows about 9 volts across the switch wires when ignition key is turned on.  Would appreciated any help on this.  Thank you. Your turn signal switch should have 12 volts on the hot side and when pressed it should have 12 volts at the other side.  To find a short in a wire you would have to check OHMs in the wire, but you will have to disconnect it at both ends. No OHMs means that the wire has a short.
