Answer

Hi Bob,

Sounds like the clutch pack is not in place
or maybe the plates are mixed up.
I am going to list two pdf files that might help.
Hopefully you can download them.

If you look at the pdf's you will see there is a disc
with a larger inside diameter at the back and the outer
plate is a green one. You can see that the plates alternate
with friction and steel.

When you put the outer cover plate on that the springs fit in
make sure it seats on the center hub splines.
If it does not it will hold the clutch in a
disengaged position and increase the spring tension or clutch pull.

You can remove it, turn it slightly to the next spring
position and put it back on. It should go tight against
the outer plate when correct.

When your clutch release is working it pushes the outer spring
cover plate back or to the outside which allows the plates some clearance to
release and slip. When you let go of the clutch lever
the springs pull the clutch plates tight so they hold.

If this is unclear send me a follow up to clarify things.
