Motorcycle Repair: 1977 CB 750 F2 clutch will not disengage, cb 750, guide bush

First off sorry about the bike being out of your regular range, however i am hoping this is a general clutch issue. i recently bought a 77' CB 750 that had its engine rebuilt, the parked for 2 years. everything runs as it should except the clutch which will not disengage even tho i have removed the springs and the friction disks are as far as i know all moving freely and loosely. the tranny is not stuck either as i can still shift.

The only time I had a problem like that was when the wrong length guide bush was used upon reasssembly of the clutch.  Once you have the clutch base tightened down, can you spin the inner shaft independently from the outer case?  Sometimes the clutch just sticks, but if you have dissassembled and re-assembled it should be OK.  Put some oil on the plates when reassembling...
