how do i remove the baffle from a  2004 suzuki vl800, and will i need to rejet the carb.

Jerry, they are not removable. They are usually welded in and/or riveted. If you feel a burning need to make more noise, you will either have to buy aftermarket pipes or but some long drill bits to get into the inner baffles.

These bikes tend to be jetted lean to meet EPA standards. Usually, any alterations made to the air intake system and/or the exhaust back pressure causes them to lean out further, requiring re-jetting to regain acceptable performance curve.
