ANSWER: Are you refering to the hose that is on the bottom of the carb?  The throttle cable is the one that get shorter when you turn the throttle. Looking at the plate on the carb, where the cables go, you will see the plate moves in one direction. If it moves clockwise then the cable goes to the front. If it moves counter clockwise then it goes to the back

QUESTION: It is the hose that is not the fuel line which yes I do believe is the bottom of the carb.  On the cables I got two cables right now one is shorter than the other which one goes closest to the bike than the other one?

Answer
The hose you are refering to is the over flow line. It doesnt attach to anything. Its there incase the carb bowl overflows.
If you have two cables, one should have a spring on it close to the end, the one with the spring is the return cable. The other one is the throttle cable. Look and see which way the part on the carb turns. It will only turn one way. The throttle cable goes to the side would be pulling the carb open
