Motorcycle Repair: starter problem, yamaha grizzly atv, starter problem

My 2009 Yamaha grizzly ATV (450 IRS) wouldn't start this morning.  I removed the seat and identified that the starter relay would buzz when I pressed the start button but the starter would not engage.  Does this imply the relay needs to be replaced or do I need to investigate further?
