Bike ran terribly with a scrap carb. Put on a new one and it wont
even fire. Are new ones factory set?

Tim, did your "new one" come from Honda and was it a Keihin brand unit? What was the part number?

Compare what you have to the part numbers and jet sizes listed here:

IF you bought the correct carb for that machine, then they do come set from the factory with the correct jetting and adjustments, other than idle speed.

Carburation is the last thing to do when troubleshooting poor performance issues...  

Check for good spark at plug.

Check valve adjustments... .002" cold intake/exhaust on compression stroke.
Check compression to see if it is about 170 psi

Make sure that the spark advancer is not hanging up on the weight pivots.

Make sure your spark plug is clean and you have fresh fuel.

Have a fresh battery in place. Ignition doesn't need it, but the charging system and lighting system does.
