Motorcycle Repair: cl350 clutch and gear installation, centrifugal oil filter, scrambler 350

Hello,
   I am putting back together a 1972 Honda CL350 engine and I am confused at this one part. I have put the clutch basket back on and I have slipped on the two primary gears that go behind the centrifugal oil filter. What confuses me is that I don't know if I am supposed to be able to slip the two gears on flush with the two clutch gears. The gears are at different spacing so I can't do that. However, now the metal piece (spacer - 3837224-001) that goes behind the two gears seems loose - there is like an inch of space. Is it supposed to be loose in there? Did I do something wrong and the clutch gears are supposed to be at the same spacing to each other?

The first gear goes on and then you have a thrust washer that goes between that gear and the twin clutch primary gears. Those two gears are offset in such a way that it prevents backlash from occurring on the primary drive.

With the clutch outer held in place with the snap ring and the oil filter cinched down on the end of the crankshaft, everything should tighten up with no free play.
