Motorcycle Repair: Volt meter fluctuation, stator, load test

I have a '96 Electra Glide Classic.  When the bike is running, my volt meter on the dash shows a reading of around 14 volts.  When I turn on my spots, the reading drops down to around 12.  Also, when the bike is idling at 1000rpm, say at a stoplight, the volt meter drops to 12, and sometimes below.  I don't believe this is normal.  Is it?  Is my battery faulty?  I've tested it and it gives good readings and holds a good charge.  Could it be a faulty voltage regulator?  Is the stator starting to go bad?  Could I have an open circuit in the wiring somewhere that could be causing the voltage reading drop?  I've had the bike since new, and the stator and regulator are both original, with 67,000 highway miles.  What can I check to determine the problem?  Thanks for your help.

First, hav the battery tested to make sure its good. In order to do that you need to do make sure the cells are filled to the mark and then have a load test done on it. If the battery is good then do a OHMs test and a AC volt test on the stator. If the stator passes then the regulator is bad
