Motorcycle Repair: Idling, voes, xlh

I ride a misfit of parts, but I love her. I have had her for 5 years and have had her to at least 4 different mechanics for various repairs. She is listed as a 1980 XLH; however, the engine is a 79 and I believe the carb is 84-85. Until last year, no one noticed she had no oil filter, so this is on now.

I just discovered in one of my manuals that the choke on this bike has 4 positions but that has not helped with the idle. On start up she has a hard time staying running without constantly burping the throttle. After I get going for about 5-10 minutes she seems ok. A friend discovered, after borrowing the bike for a week, that by leaving choke knob out a bit (couple mm) helped with this idle problem.

I read the manual again and have come to the conclusion that maybe it is the lack of a voes that is the problem. I see the vacuum port on the carb has been plugged with some type of what appears to be a copper top. The other end where the voes hose should be has nothing attached or in it.

My question is.......does the misfit I am riding need a voes hooked up? No mechanic has mentioned this to me but it is the only thing that I think is missing.

I hope you can help me, as it seems anyone else has missed some important issues.

Your bike Never had a VOES. Harley didnt start using them until 84. Once you start the bike, you still hve to leave the choke out a little for the motor to keep running. Once it warms up you can shut it off. If you shut it off to soon, the motor wont idle, since it needs more fuel when cold.
