Motorcycle Repair: Rear Tailights/Not Flashing, filament bulbs, gray rectangle

Question
QUESTION: Mike, as you suggested i rechecked the connection of the load equalizer. It still did not solve the problem. On my bike there is a gray rectangle box attached to the rear fender, what is this? There is also a small black box. Both of these are connected where they run through the load equalizer. Any more suggestions. Thank you for you help in this matter.

QUESTION: How can it be the wires if they flash when i put in the filament bulbs without the load equalizer. But when i put in the LED bulbs and load equalizer, every thing works(running, break) except the turn signals, even the emergency flashers work?

Answer
Since your filament bulbs work then your wiring is ok. The only things it can be is (1), load equalizer is not working, (2), wiring is not correct, (3) the LED bulbs are not pulling enough juice to make the equalizer to flash. Since the emergency flashers are working, 4 bulbs, they are pulling the juice to flash.
