Motorcycle Repair: throttle on 1994zx6, throttle assembly, jats

Question
I have a 1994 zx6 kawasaki. The bike is completely stock. My issue is when I ride as I throttle up it sticks at whatever rpm I shift at and I end up holding the clutch in until it revs down. When the bike is parked it will rev up and back down with no problem. I am not at all familiar with the throttle assembly. This bike had set for about 8 months before I bought it.

Answer
This is possibly cable routing... it is possibly that the carbs need cleaning...is the idle set high because it doesn't want to idle cleanly, this I suspect. Do a complete carb cleaning and do it right, remove all jats run a small wire thru all orifices, clean with carb spray, put in new gas..... lemme know how this goes, I think this is the issue.
