QUESTION: I'm only getting 20 MPG and I think it could be a choke adjustment, when I throttle it kind of feels like the choke is still on (dogging a little). Also after the starter was replaced I have a bad vibration, I can feel it especially on the highway, my feet on the foot rest shake like crazy.

ANSWER: There is no adjustment to the choke. Pull your plugs and let me know what color they are

Since your plugs are black you are either running to rich or you have bad coil or plug wires. I would test the coil adn plug wires. If they are good then you need to rejett the carb. I would add a dyna-jet kit. It will give you the proper jetting.
On the vibration, the starter wouldnt cause a vibration. I would check your front tire for wear and check the motor mounts for tightness
