Motorcycle Repair: VT250 carburetor rebuild, air screws, twin carbs

I'm rebuilding the carbs on a 1995 vt250 Magna.  These are Keihin carbs, although my two questions are rather generic:
1.  The twin carbs of course have twin butterfly valves.  There are screw adjustments to pre-set the static opening position of the valves.  At rest, I assume these should be slightly open to permit idle.  How open should they be (what is the measurment)?
2.  The carbs were running very rich before.  I want to set the idle mixture screws to lean it out.  Turning the screws in will LEAN the mixture, or make it more RICH?

Chris, there isn't a specific measurement on the idle screws. You want to make sure they are about equal and that they are opening at the same time when you twist the throttle.  

The idle air screws will lean out the mixture by turning them in.
