Motorcycle Repair: atc 200 voltage, ballast resistor, regulator rectifier

I have an atc 200 and the headlight is burning out when the three wheeler is revved I checked the voltage at the headlight and it is between negative 25 to negative 38 I just want some ideas on what to check

Chad, you didn't give the year or model variation of your bike, so I am guessing here.

For that model there is a regulator/rectifier, as there is a battery and electric starter on that edition.

If you are reading negative voltage, your leads are reversed on the meter. If this is not an electric start model, the voltage values are probably AC volts, instead.

Some AC powered systems use a ballast resistor to help modulate the voltage spikes. I don't see anything like that on the illustrations.

Be sure that the tail light is working, as the system was designed for two electrical loads, I think.
