Motorcycle Repair: Turn signals, police model, signal light

I have a 1986 Harley FXRP.  I am restoring this bike and have remove the fairing. I have all the lights working except the turn signals. They come on when i push the button but can't get them to flash. Tried with the signal flasher hooked up but still can't get them to flash. Not sure if i had the signal flasher wired in right or not. Any input would be greatly appreciated.

As this is a Police model, it's possible the signal light wiring circuit was modified in some way for police use. However, a regular flasher unit should work if the wires are stock. When a signal light comes on steady and does not blink, that usually indicates a blown flasher unit. Try replacing that first and see if the problem is fixed, if not you will have to start tracing wires until you find the problem.
