Motorcycle Repair: Valve sets sticking, throttle cables, wd 40

The valve sets (connected to throttle cable) on my CL200 will not stop sticking. I have tried oil, and WD 40, but for some reason, they stay up at the top after a few openings of the throttle. Is there some way you recommend to remedy this issue?

Mike, it sounds like the throttle cables aren't routed correctly.  The cable needs to have as gradual bends as possible.  The correct routing is to behind the gages, to the opposite side of the steering head of the frame, and then over the top of the coils.
