Motorcycle Repair: Float bowl leak, fuel flow, fuel lines

Hey, im having a problem with one of my float bowls. I own a 1974 honda cl200, and everytime i turn 'on' the gas, gas will leak from one of the float bowls. i took off both of the float bowls, and switched the one that was leaking to the other carb. then, the carb that was leaking before stopped leaking, and the other one started leaking. What could this be?

Answer
The needles and seats are not sealing and shutting the fuel flow off.  This can be caused by dirty carbs or by dirt coming into the fuel lines such as rust from the tank. You'll have to pull the float bowls off and see what's keeping them from sealing properly.
