Motorcycle Repair: 1981 honda cb400t hawk, honda cb400t, there some sort

Is there some sort of neutral safety mechanism in these bikes? I cannot shift into neutral unless the bike is turned off. Once i start up the bike and shift out of neutral, i cant get back into neutral unless i turn the bike off.  Also, when i'm idling with the clutch in in 1st, i can't shift into any other gears (including neutral), but when the bike is actually moving, it shifts around beautifully.  Any explanations on this would be much appreciated, thanks!

Peter, the clutch is dragging holding pressure on the transmission making it hard to shift.  Try adjusting the clutch.  If you have an owners manual, it described in there how to adjust the clutch.  If you don't, let me know and I'll see if I can recall.
